Heat a drizzle of olive oil in a large frying pan over medium-high heat. Add the beef and cook, breaking up, for 4-5 minutes or until browned. Add the carrot, garlic and Caribbean seasoning and cook for 1-2 minutes or until fragrant. Add the chutney, tomato paste, 1/2 cup water, 1/2 tsp salt and the chilli flakes (if using). Stir to combine then allow to simmer until heated through, around 2 minutes.
